Preheat oven to 425°F. Pour melted butter into 9x13 baking dish using measuring cup. Sprinkle ¼ cup parmesan, garlic powder, Italian seasoning, salt, and pepper over butter. Stir with spoon to form thick paste-should coat back of spoon.
Rinse potatoes under cold water. Halve each with sharp knife, cut-side up. Score cut side in diamond pattern-¼-inch deep crosses-using knife tip. Press scored side into paste, coating fully. Arrange cut-side down snug in dish.
Bake on middle rack 25-30 minutes till edges golden and crispy. Potatoes tender when fork pierces easy. Rest 5 minutes in dish-crust sets firm.
Gently flip with tongs or spatula, crust up. Garnish chopped parsley if ya want. Serve hot-pairs killer with steak or chicken.
