- Cook the wheat noodles in salted boiling water until tender with a slight chew. Drain and set aside keeping a tablespoon of noodle water.
- Place minced garlic, chili flakes and green onions in a heatproof bowl. This base builds the flavor for chili oil noodles recipe.
- Heat neutral oil in a small saucepan until shimmering and very hot. Carefully pour the hot oil over the garlic mixture and listen for the immediate sizzle.
- Add soy sauce, dark soy sauce, sugar and rice vinegar to the bowl and stir until combined.
- Add cooked noodles and toss thoroughly until every strand is coated and glossy like classic hot oil noodles. Add a splash of reserved noodle water if needed.
- Finish with sesame oil and sprinkle sesame seeds before serving.

Pour the oil immediately when smoking hot so garlic blooms instantly creating deep aroma without burning.
